Ripon Education Foundation Board of Directors

The Ripon Education Foundation Board of Directors consists of volunteer citizens of the Ripon area. Each member serves a three-year term and donates his/her time and energy to strengthen teaching and learning within the Ripon Area School District.


  • Jeanne Williams, President

    Jeanne Williams is retired from the Educational Studies Department at Ripon College. During her career at Ripon College, she taught courses in literacy development and the history of American education. She also supervised student teachers in the Ripon and other area districts.  She is currently the Education Director at the First Congregational Church of Ripon. She lives in Ripon with her husband, Robert Amsden. Her two children, Phillip and Nalani, are graduates of Ripon and Lumen Charter High Schools.

  • Judy Neill, Treasurer

    Prior to her retirement, Judy worked 39 years as a teacher, distance-learning coordinator, Tech Prep supervisor, and instructional designer with Wisconsin's Technical Colleges. During the last 20 years of her career, she served as director of the Worldwide Instructional Design System (WIDS) providing curriculum design services and software. She lives with her husband, Bill, in Ripon. She and Bill are parents of two Ripon High School graduates.

  • Diane Shady, Past President and Secretary

    Diane moved to Ripon in 1983 with her husband, Kim, who is a Ripon High School Class of 1975 alumnus.  She retired from Ripon Printers as their first human resources director after 31 years.  Their two daughters attended Ripon schools and the oldest daughter and her husband are educators.

  • Cindy Cody, Community Engagement Chair

    Cindy has 25+ years of marketing experience, beginning with textbooks in Chicago before assuming similar positions with JJ Keller and Miles Kimball. She was raised and educated in California before moving to the Midwest for her career. She lives in Ripon with her husband, Philip (Flip.)Their children, Ryan and Abby, both graduated from Ripon High School.

  • Mary Whitrock, RASD Superintendent (Ex Officio)

    Mary is the superintendent of the Ripon Area School District where she has worked since 2013. Prior to joining the Ripon team, she served as a teacher, principal and chief academic officer in districts throughout Wisconsin. She lives in Ripon with her husband, Tyler, and their five children, Rachel, Katelyn, Jordan, Isaac and Mackenzie.

  • Betsy Heffernan, RASD School Board Rep (Ex-Officio)

    Margaret (Betsy) Heffernan is a member of the Ripon Area Board of Education, a Ripon High School graduate and the proud mom of two Tigers. She has more than 30 years of experience in Journalism, Communications and Public Relations and currently works as the Communications Manager for Alliance Laundry Systems. In addition to her service with the school district, Betsy is a member of Ripon Rotary, Ripon College Choral Union, and the Ripon Library Association. She holds a B.A. from UW-Madison and an M.B.A. from Concordia University.   

  • Shawn Karsten

    Shawn is an alumnus of both Ripon High School and Ripon College. He currently serves as Ripon College's  vice president for advancement.

  • Bill Neill, Development Chair

    Bill retired as Ripon College’s charitable gift planner after working in a number of fundraising capacities for the College for 39 years. He also retired from the Army Reserves as a Lt. Colonel after 26 years active and reserve service. In addition to the Ripon Education Foundation Board, he serves on the boards for Ripon Main Street, the Ripon Fund, Boy Scout Troop 735, and Ripon Noon Kiwanis. He has lived in Ripon for  over 50 years, along with his wife, Judy. Bill and Judy are the parents of two Ripon High School graduates.

  • Jean Rigden

    Jean is a native of Fond du Lac County and has lived in Ripon with her husband, Howard, for over 15 years.  She is the Director of Teacher Education at Ripon College and has been an educator for 30 years. She also serves on the Barlow Park Charter Governance Council.  Her children, Lizzie and Emily, are graduates of Lumen Charter High School. 

  • Randy Roeper

  • Barb Splittgaber, Grants Committee Chair

    Barb and her husband are both Ripon natives and alumni of Ripon High School. All three of their children are Ripon High School graduates, as well. Barb retired in June 2020 after teaching kindergarten in the Ripon Area School District for 36 years. She also serves on the Barlow Park Charter Governance Council, volunteers at the Ripon Senior Center and is the Chair of the Faith Formation Committee at her church.

  • Sue Valasek, Scholarship Awards Chair

    Sue is a retired math teacher from Ripon High School. She taught in Ripon for more than 15 years. She lives in Green Lake, WI with her husband Marty.
